Mexico customs to screen Asian shipments before arrival: what to prepare

Mexico's customs agency ANAM says its international priority is sharing information with Asian countries so it knows a shipment's declared value, origin and risks before it arrives. Clean paperwork matters more than ever.

November 5, 2026. Mexico's National Customs Agency (ANAM) will prioritize information sharing with Asian countries to learn the value, origin and risks of shipments before they reach the border, said Estefanía Capdevielle, ANAM's director general of international customs affairs, in remarks published on Wednesday by Expansión and La Revista Peninsular. "When goods go to clearance, we're already alerted, we already know what they carry and where they come from," she said, according to both outlets.

What ANAM will check in advance

"Right now our international priority is sharing information with Asian countries," Capdevielle told Expansión's Patricia Tapia. La Revista Peninsular says the exchange will be mainly with China. According to Expansión, the advance information will focus on:

  • Declared value, to fight undervaluation (declaring a price below the legal value).
  • Declared origin of the products.
  • Security-related risks.

She added that the agency compares importers' declared addresses with the production plants they claim to have, using Google Maps. Expansión notes that an inconsistency does not by itself prove wrongdoing but flags the case for closer review. "The new reform is not about collecting more, it is about protecting domestic industry," she said.

The tariff context

The measure follows Mexico's December 2025 decision to raise tariffs on some products from countries without a trade agreement, China among them. Expansión also spoke with Adriana Huerta, executive vice president of the customs brokers' confederation CAAAREM, who said its pre-validation system holds about 60 % of the national market, by the confederation's own estimate.

How to clear without surprises

Our take: with higher tariffs on some tariff lines, declaring true value and correct origin weighs even more on landed cost, and advance screening favors importers who arrive with complete information. Trade with China stays open; it just rewards good paperwork.

  • Ask the supplier for a commercial invoice with the real price you paid.
  • Confirm the factory exists at its declared address with supplier verification before paying.
  • Gather the technical sheet and origin documents and share them with your broker before shipping; our export documents service helps prepare them.
  • Check goods and factory on site with a product inspection.
